Part 8 Developments

In late 2018, and in accordance with Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended), Waterford City and County Council gave notice of the 3 proposed developments outlined below.  Also included is the proposed development of a Greenway from Waterford (Ferrybank) to New Ross, by Kilkenny County Council :

        • SDZ Access & Public Road Infrastructure

        • Rock Face Stabilisation & Railway Protection Works, Plunkett Station

        • Demolition of the former R&H Hall grain store building

        • Waterford to New Ross Greenway


SDZ Access & Public Road Infrastructure

This proposed development consists of road improvements to 830m of the Dock Road/Fountain Street (R711) and realignment of 350m of Abbey Road (L90011).  This will facilitate the construction of access road infrastructure (2 access points) into the North Quays Strategic Development Zone (NQ SDZ).

The western access will be from the R711 Dock Road whilst the eastern access will be via a new access from the realigned Abbey Road.

The proposed development comprises:

      • Upgrade/provision of new signalised junctions on the R711 at three locations;
      • New roundabout approximately 130m from the Fountain Street/Abbey Road junction to facilitate the connection of the new Abbey Road forming the eastern access to the SDZ;
      • Provision of a cycle-way connection from the future planned SDZ Transport Hub to the Waterford/Kilkenny/New Ross Greenway along the line of the disused railway corridor;
      • Alteration/upgrading of existing Abbey Road to maintain local access;
      • Demolition of 2 commercial buildings, 1 former factory and its outbuildings, 2 ESB substations, remains of former dwellings, and a 2-storey dwelling on Abbey Road to facilitate the development which were included in the approved Compulsory Purchase Order (CPO) cited as Waterford City and County Council, North Quays Development, Waterford Compulsory Purchase Order 2017, (No.1);
      • Construction of 4 underpass/bridge structures, retaining walls, strengthened embankments and connection of drainage outfalls to the existing drainage system;
      • Provision of boundary treatment and accommodation works and all ancillary works.

The proposed development will be carried out in Ferrybank, Waterford.

The Council has carried out an Environmental Impact Assessment (EIA) Screening Report in accordance with requirements of Section 120(1B)(b)(i) and has determined that there is no real likelihood of significant effects on the environment. Accordingly, it has determined that EIA is not required in respect of this proposed development.

Waterford City and County Council has resolved, at the Metropolitan District meeting dated 21st January 2019, to proceed with the 2 Part 8 developments (listed below) as per the amendments and recommendations in the Chief Executive’s Reports.


Rock Face Stabilisation & Railway Protection Works, Plunkett Station

This proposed development consisted of remedial works – a combination of rock face stabilisation and railway protection works, in the form of rock fall protection systems and drainage measures.  The site concerned is approximately 400 metres of rock face located immediately to the north of Plunkett Railway Station, Ferrybank, Waterford.

A protected Irish Rail signal box (Recorded Protected Structure, RPS 571) may require to be taken down and stored off site to avoid accidental damage.  Such determination, if required will be made prior to the works commencing.

Part 8 Process – Demolition of the former R. & H. Hall Grain Store

In accordance with Part 8, Article 81 of the Regulations, Waterford City & County Council gave notice of proposals pertaining to the above works. The proposed works include the demolition of a nine storey, reinforced concrete former grain store and ancillary works on the North Quays, Waterford. The proposed demolition works are to facilitate the future redevelopment of the Waterford North Quays.  Plans and particulars of the proposed development are available below.

Waterford to New Ross Greenway

The development of the disused railway line on lands which extend from within Waterford City and County Council’s administrative boundary through to Rosbercon, New Ross as a cycle and pedestrian route.  The route which is 22km in length will begin at Abbey Road, Ferrybank, Waterford and will follow the disused line through or in close proximity to the townlands of Abbeylands, Rathculliheen, Gorteens, Drumdowney Lower, Rathpatrick, Luffany, Curraghmore, Ballyrowragh, Scartnamoe, Rathinure, Rochestown, Aylwardstown, Carrickcloney, Ballyverneen, Forestalstown, Shanbogh Upper and Raheen (Rosbercon), Co. Kilkenny.
